Dodge Monaco Federal Protective Skin

This is my continuation of the previous My LCPD Old Skins for 1974 Dodge Monaco mod.
It has the one like the CVPI, but it's not much.
These skins are intended for Solo's 1974 Dodge Monaco replacing noose only. It won't work
if you apply it to other vehicle instead of Solo's 1974 Dodge Monaco.

How to install:

0.	Make sure that you installed Solo's 1974 Dodge Monaco replacing noose in IV or EFLC Core vehicles.img.
	Pick the version of lightbar you want.

	I recommend use this line in provided files (find it in Grand Theft Auto IV\common\data folder) to make your Dodge Monaco work in game.
	Note: This one is available from the previous My LC NOoSE Skin for 1974 Dodge Monaco mod.
		I've picked this from Solo's Readme with changing the lines to Noose, and everything is original.

1.	Extract this archive to Desktop or any folder that you can easily remember.
2.	Access noose.wtd file using SparkIV or OpenIV at IV or EFLC Core vehicles.img. Note that Step 0 must finish.
3.	Import all PNG-formatted files into the file from the extracted archive (including new parts, this will renew the
	license plate from Illinois civil plate to DHS police plate).
	DON'T CREATE MIPMAPS! OR replace the images one by one (match the names).
4.	Save the file, save and rebuild the archive. Then close.
5.	After ELS v7 has released, I've presented two VCF files to match your lightbar version you want.
	Easy steps. Make sure that you've installed ELS v7 on your GTA IV game (if your OS is Win7 or Win8).

5a.	If you install the police car with Streethawk Lightbar, put the VCF file named Monaco_Streethawk.INI to your
	ELS folder of your GTA IV or EFLC Game Dir.
	Overwrite this line at ELS.ini:

5b.	If you install the police car with Mars Skybolt lightbar (and I bet in ELS v6, the Halogen_Only option is active),
	put the VCF file named Monaco_Mars_Skybolt.INI to your ELS folder of your GTA IV or EFLC Game Dir.
	Overwrite this line at ELS.ini:

5c.	You can edit the VCFs I've provided for you, but tweak at your own risk.
	Consult the ELS v7 Readme for more information when editing.
	For example: Changing the Warning Light type to LEDS in Monaco_Streethawk.INI file

6.	Start up the game and test it out.
